Introduction
This survey is part of a study commissioned to Technopolis, Nivel and Schuttelaar & Partners, by the Health and Digital Executive Agency (‘HaDEA’) of the European Commission (EC), to develop guidance on the methodologies used to assess the performance of vaccination programmes in all EU Member States, to maximise the impact of these programmes.
The context for the study
The 2018 Council Recommendation on strengthened cooperation against vaccine-preventable diseases calls for several actions to be implemented by the EC, its agencies, the EU Member States and other stakeholders. The EC vaccination roadmap outlines how some of these actions are being implemented to increase the uptake of vaccination across the EU.
Due to variability of vaccination programmes between and within EU Member States, there are many differences in the design of vaccination programmes, the way they are delivered and the way they are monitored. Considering declining vaccination coverage rates for vaccine-preventable diseases, such as measles, this study seeks to obtain a clear and structured overview of the methodologies and indicators currently in use to monitor the performance of vaccination programmes in all EU Member States. The results will elucidate good practices, gaps to be addressed and produce recommendations that will be shared with all countries.
Scope of the survey
The survey seeks to capture methodologies and indicators that are used to monitor the performance of national and subnational vaccination programmes. Your expert knowledge and experience are crucial elements for the study and for enabling cross-country learnings towards a holistic EU approach to vaccination programmes. You will have the opportunity at the end of the survey to indicate availability to participate in interviews if you wish to provide more in-depth information.
Responding to this survey
The survey should take about 30 minutes to complete, and most questions are optional. The survey is structured around four relevant subject areas within vaccination programmes:
- Monitoring vaccination coverage
- Monitoring attitudes towards vaccines and acceptability
- Monitoring vaccine safety
- Monitoring vaccine effectiveness
Please note there is no requirement to provide answers to all subjects listed above. You and/or your organisation can submit multiple responses, each addressing any or all of the four subject areas and the survey link can be shared within and outside your organisation to experts that can provide answers to specific subject areas. If you would like to respond but cannot do so without all questions in your native language, please notify us on the email below.
The survey will close on 1 February 2023 at 17:00 CEST
You do not have to answer all questions at once – answers will be stored at every page and you can return to the survey at any stage before completing it, provided the same device/browser is used and it is allowed for internet cookies.
